We introduce the Cambridge Law Corpus (CLC), a corpus for legal AI research. It consists of over 250 000 court cases from the UK. Most cases are from the 21st century, but the corpus includes cases as old as the 16th century. This paper presents the first release of the corpus, containing the raw text and meta-data. Together with the corpus, we provide annotations on case outcomes for 638 cases, done by legal experts. Using our annotated data, we have trained and evaluated case outcome extraction with GPT-3, GPT-4 and RoBERTa models to provide benchmarks. We include an extensive legal and ethical discussion to address the potentially sensitive nature of this material. As a consequence, the corpus will only be released for research purposes under certain restrictions.

We propose a Holistic Return on Ethics (HROE) framework for understanding the return on organizational investments in artificial intelligence (AI) ethics efforts. This framework is useful for organizations that wish to quantify the return for their investment decisions. The framework identifies the direct economic returns of such investments, the indirect paths to return through intangibles associated with organizational reputation, and real options associated with capabilities. The holistic framework ultimately provides organizations with the competency to employ and justify AI ethics investments.

Quantum Key Distribution(QKD) thrives to achieve perfect secrecy of One time Pad (OTP) through quantum processes. One of the crucial components of QKD are Quantum Random Number Generators(QRNG) for generation of keys. Unfortunately, these QRNG does not immediately produce usable bits rather it produces raw bits with high entropy but low uniformity which can be hardly used by any cryptographic system. A lot of pre-processing is required before the random numbers generated by QRNG to be usable. This causes a bottle neck in random number generation rate as well as QKD system relying on it. To avoid this lacuna of post-processing methods employed as a central part of Quantum Random Number Generators alternative approaches that satisfy the entropy(non determinism) and quantum security is explored. Pseudorandom generators based on quantum secure primitives could be an alternative to the post-processing problem as PRNGs are way more faster than any random number generator employing physical randomness (quantum mechanical process in QRNG) as well as it can provide uniform bits required for cryptography application. In this work we propose a pseudorandom generator based on post quantum primitives. The central theme of this random number generator is designing PRNG with non deterministic entropy generated through hard lattice problem - Learning with errors. We leverage the non determinism by Gaussian errors of LWE to construct non-deterministic PRNG satisfying the entropy requirement of QKD. Further, the paper concludes by evaluating the PRNG through Die-Harder Test.

Imitation Learning (IL) is a sample efficient paradigm for robot learning using expert demonstrations. However, policies learned through IL suffer from state distribution shift at test time, due to compounding errors in action prediction which lead to previously unseen states. Choosing an action representation for the policy that minimizes this distribution shift is critical in imitation learning. Prior work propose using temporal action abstractions to reduce compounding errors, but they often sacrifice policy dexterity or require domain-specific knowledge. To address these trade-offs, we introduce HYDRA, a method that leverages a hybrid action space with two levels of action abstractions: sparse high-level waypoints and dense low-level actions. HYDRA dynamically switches between action abstractions at test time to enable both coarse and fine-grained control of a robot. In addition, HYDRA employs action relabeling to increase the consistency of actions in the dataset, further reducing distribution shift. HYDRA outperforms prior imitation learning methods by 30-40% on seven challenging simulation and real world environments, involving long-horizon tasks in the real world like making coffee and toasting bread. As the pace of progress that has followed Moore's law continues to diminish, it is critical that the US support Integrated Circuit (IC or chip) education and research to maintain technological innovation. Furthermore, US economic independence, security, and future international standing rely on having on-shore IC design capabilities. New devices with disparate technologies, improved design software toolchains and methodologies, and technologies to integrate heterogeneous systems will be needed to advance IC design capabilities. This will require rethinking both how we teach design to address the new complexity and how we inspire student interest in a hardware systems career path. The main recommendation of this workshop is that accessibility is the key issue. To this end, a National Chip Design Center (NCDC) should be established to further research and education by partnering academics and industry to train our future workforce. This should not be limited to R1 universities, but should also include R2, community college, minority serving institutions (MSI), and K-12 institutions to have the broadest effect. The NCDC should support the access, development, and maintenance of open design tools, tool flows, design kits, design components, and educational materials. Open-source options should be emphasized wherever possible to maximize accessibility. The NCDC should also provide access and support for chip fabrication, packaging and testing for both research and educational purposes.

Current methods based on Neural Radiance Fields (NeRF) significantly lack the capacity to quantify uncertainty in their predictions, particularly on the unseen space including the occluded and outside scene content. This limitation hinders their extensive applications in robotics, where the reliability of model predictions has to be considered for tasks such as robotic exploration and planning in unknown environments. To address this, we propose a novel approach to estimate a 3D Uncertainty Field based on the learned incomplete scene geometry, which explicitly identifies these unseen regions. By considering the accumulated transmittance along each camera ray, our Uncertainty Field infers 2D pixel-wise uncertainty, exhibiting high values for rays directly casting towards occluded or outside the scene content. To quantify the uncertainty on the learned surface, we model a stochastic radiance field. Our experiments demonstrate that our approach is the only one that can explicitly reason about high uncertainty both on 3D unseen regions and its involved 2D rendered pixels, compared with recent methods. Furthermore, we illustrate that our designed uncertainty field is ideally suited for real-world robotics tasks, such as next-best-view selection.

Security challenges for Cloud or Fog-based machine learning services pose several concerns. Securing the underlying Cloud or Fog services is essential, as successful attacks against these services, on which machine learning applications rely, can lead to significant impairments of these applications. Because the requirements for AI applications can also be different, we differentiate according to whether they are used in the Cloud or in a Fog Computing network. This then also results in different threats or attack possibilities. For Cloud platforms, the responsibility for security can be divided between different parties. Security deficiencies at a lower level can have a direct impact on the higher level where user data is stored. While responsibilities are simpler for Fog Computing networks, by moving services to the edge of the network, we have to secure them against physical access to the devices. We conclude by outlining specific information security requirements for AI applications.

Emotion recognition in conversation (ERC) aims to detect the emotion label for each utterance. Motivated by recent studies which have proven that feeding training examples in a meaningful order rather than considering them randomly can boost the performance of models, we propose an ERC-oriented hybrid curriculum learning framework. Our framework consists of two curricula: (1) conversation-level curriculum (CC); and (2) utterance-level curriculum (UC). In CC, we construct a difficulty measurer based on "emotion shift" frequency within a conversation, then the conversations are scheduled in an "easy to hard" schema according to the difficulty score returned by the difficulty measurer. For UC, it is implemented from an emotion-similarity perspective, which progressively strengthens the model's ability in identifying the confusing emotions. With the proposed model-agnostic hybrid curriculum learning strategy, we observe significant performance boosts over a wide range of existing ERC models and we are able to achieve new state-of-the-art results on four public ERC datasets.

Few-shot Knowledge Graph (KG) completion is a focus of current research, where each task aims at querying unseen facts of a relation given its few-shot reference entity pairs. Recent attempts solve this problem by learning static representations of entities and references, ignoring their dynamic properties, i.e., entities may exhibit diverse roles within task relations, and references may make different contributions to queries. This work proposes an adaptive attentional network for few-shot KG completion by learning adaptive entity and reference representations. Specifically, entities are modeled by an adaptive neighbor encoder to discern their task-oriented roles, while references are modeled by an adaptive query-aware aggregator to differentiate their contributions. Through the attention mechanism, both entities and references can capture their fine-grained semantic meanings, and thus render more expressive representations. This will be more predictive for knowledge acquisition in the few-shot scenario. Evaluation in link prediction on two public datasets shows that our approach achieves new state-of-the-art results with different few-shot sizes.

With the advent of deep neural networks, learning-based approaches for 3D reconstruction have gained popularity. However, unlike for images, in 3D there is no canonical representation which is both computationally and memory efficient yet allows for representing high-resolution geometry of arbitrary topology. Many of the state-of-the-art learning-based 3D reconstruction approaches can hence only represent very coarse 3D geometry or are limited to a restricted domain. In this paper, we propose occupancy networks, a new representation for learning-based 3D reconstruction methods. Occupancy networks implicitly represent the 3D surface as the continuous decision boundary of a deep neural network classifier. In contrast to existing approaches, our representation encodes a description of the 3D output at infinite resolution without excessive memory footprint. We validate that our representation can efficiently encode 3D structure and can be inferred from various kinds of input. Our experiments demonstrate competitive results, both qualitatively and quantitatively, for the challenging tasks of 3D reconstruction from single images, noisy point clouds and coarse discrete voxel grids. We believe that occupancy networks will become a useful tool in a wide variety of learning-based 3D tasks.

Multi-relation Question Answering is a challenging task, due to the requirement of elaborated analysis on questions and reasoning over multiple fact triples in knowledge base. In this paper, we present a novel model called Interpretable Reasoning Network that employs an interpretable, hop-by-hop reasoning process for question answering. The model dynamically decides which part of an input question should be analyzed at each hop; predicts a relation that corresponds to the current parsed results; utilizes the predicted relation to update the question representation and the state of the reasoning process; and then drives the next-hop reasoning. Experiments show that our model yields state-of-the-art results on two datasets. More interestingly, the model can offer traceable and observable intermediate predictions for reasoning analysis and failure diagnosis.
