We introduce a new algorithm to efficiently compute the functions belonging to a suitable set $\mathcal F$ defined as follows: $f\in \mathcal F$ means that $f(s,x)$, $s\in A\subset \mathbb R$ being fixed and $x>0$, has a power series expansion centred at $x_0=1$ with convergence radius greater or equal than $1$; moreover, it satisfies a difference equation of step $1$ and the Euler-Maclaurin summation formula can be applied to $f$. Denoting Euler's function as $\Gamma$, we will show, for $x>0$, that $\log \Gamma(x)$, the digamma function $\psi(x)$, the polygamma functions $\psi^{(w)}(x)$, $w\in \mathbb N$, $w\ge1$, and, for $s>1$ being fixed, the Hurwitz $\zeta(s,x)$-function and its first partial derivative $\frac{\partial\zeta}{\partial s}(s,x)$ are in $\mathcal F$. In all these cases the power series involved will depend on the values of $\zeta(u)$, $u>1$, where $\zeta$ is Riemann's function. As a by-product, we will also show how compute efficiently the Dirichlet $L$-functions $L(s,\chi)$ and $L^\prime(s,\chi)$, $s>1$, $\chi$ being a primitive Dirichlet character, by inserting the reflection formulae of $\zeta(s,x)$ and $\frac{\partial\zeta}{\partial s}(s,x)$ into the first step of the Fast Fourier Transform algorithm. Moreover, we will obtain some new formulae and algorithms for the Dirichlet $\beta$-function and for the Catalan constant $G$. Finally, we will study the case of the Bateman $G$-function. In the last section we will also describe some tests that show an important performance gain with respect to a standard multiprecision implementation of $\zeta(s,x)$ and $\frac{\partial\zeta}{\partial s}(s,x)$, $s>1$, $x>0$.

In numerical linear algebra, a well-established practice is to choose a norm that exploits the structure of the problem at hand in order to optimize accuracy or computational complexity. In numerical polynomial algebra, a single norm (attributed to Weyl) dominates the literature. This article initiates the use of $L_p$ norms for numerical algebraic geometry, with an emphasis on $L_{\infty}$. This classical idea yields strong improvements in the analysis of the number of steps performed by numerous iterative algorithms. In particular, we exhibit three algorithms where, despite the complexity of computing $L_{\infty}$-norm, the use of $L_p$-norms substantially reduces computational complexity: a subdivision-based algorithm in real algebraic geometry for computing the homology of semialgebraic sets, a well-known meshing algorithm in computational geometry, and the computation of zeros of systems of complex quadratic polynomials (a particular case of Smale's 17th problem).

We improve the bound on K\"uhnel's problem to determine the smallest $n$ such that the $k$-skeleton of an $n$-simplex $\Delta_n^{(k)}$ does not embed into a compact PL $2k$-manifold $M$ by showing that if $\Delta_n^{(k)}$ embeds into $M$, then $n\leq (2k+1)+(k+1)\beta_k(M;\mathbb Z_2)$. As a consequence we obtain improved Radon and Helly type results for set systems in such manifolds. Our main tool is a new description of an obstruction for embeddability of a $k$-complex $K$ into a compact PL $2k$-manifold $M$ via the intersection form on $M$. In our approach we need that for every map $f\colon K\to M$ the restriction to the $(k-1)$-skeleton of $K$ is nullhomotopic. In particular, this condition is satisfied in interesting cases if $K$ is $(k-1)$-connected, for example a $k$-skeleton of $n$-simplex, or if $M$ is $(k-1)$-connected. In addition, if $M$ is $(k-1)$-connected and $k\geq 3$, the obstruction is complete, meaning that a $k$-complex $K$ embeds into $M$ if and only if the obstruction vanishes. For trivial intersection forms, our obstruction coincides with the standard van Kampen obstruction. However, if the form is non-trivial, the obstruction is not linear but rather 'quadratic' in a sense that it vanishes if and only if certain system of quadratic diophantine equations is solvable. This may potentially be useful in attacking algorithmic decidability of embeddability of $k$-complexes into PL $2k$-manifolds.

In this paper, the existence and uniqueness of the fixed point for the product of two nonlinear operator in Banach algebra is discussed. In addition, an approximation method of the fixed point of hybrid nonlinear equations in Banach algebras is established. This method is applied to two interesting different types of functional equations. In addition, to illustrate the applicability of our results we give some numerical examples.

We investigate the problem of approximating the matrix function $f(A)$ by $r(A)$, with $f$ a Markov function, $r$ a rational interpolant of $f$, and $A$ a symmetric Toeplitz matrix. In a first step, we obtain a new upper bound for the relative interpolation error $1-r/f$ on the spectral interval of $A$. By minimizing this upper bound over all interpolation points, we obtain a new, simple and sharp a priori bound for the relative interpolation error. We then consider three different approaches of representing and computing the rational interpolant $r$. Theoretical and numerical evidence is given that any of these methods for a scalar argument allows to achieve high precision, even in the presence of finite precision arithmetic. We finally investigate the problem of efficiently evaluating $r(A)$, where it turns out that the relative error for a matrix argument is only small if we use a partial fraction decomposition for $r$ following Antoulas and Mayo. An important role is played by a new stopping criterion which ensures to automatically find the degree of $r$ leading to a small error, even in presence of finite precision arithmetic.

To accumulate knowledge and improve its policy of behaviour, a reinforcement learning agent can learn `off-policy' about policies that differ from the policy used to generate its experience. This is important to learn counterfactuals, or because the experience was generated out of its own control. However, off-policy learning is non-trivial, and standard reinforcement-learning algorithms can be unstable and divergent. In this paper we discuss a novel family of off-policy prediction algorithms which are convergent by construction. The idea is to first learn on-policy about the data-generating behaviour, and then bootstrap an off-policy value estimate on this on-policy estimate, thereby constructing a value estimate that is partially off-policy. This process can be repeated to build a chain of value functions, each time bootstrapping a new estimate on the previous estimate in the chain. Each step in the chain is stable and hence the complete algorithm is guaranteed to be stable. Under mild conditions this comes arbitrarily close to the off-policy TD solution when we increase the length of the chain. Hence it can compute the solution even in cases where off-policy TD diverges. We prove that the proposed scheme is convergent and corresponds to an iterative decomposition of the inverse key matrix. Furthermore it can be interpreted as estimating a novel objective -- that we call a `k-step expedition' -- of following the target policy for finitely many steps before continuing indefinitely with the behaviour policy. Empirically we evaluate the idea on challenging MDPs such as Baird's counter example and observe favourable results.

In this paper, we study a non-local approximation of the time-dependent (local) Eikonal equation with Dirichlet-type boundary conditions, where the kernel in the non-local problem is properly scaled. Based on the theory of viscosity solutions, we prove existence and uniqueness of the viscosity solutions of both the local and non-local problems, as well as regularity properties of these solutions in time and space. We then derive error bounds between the solution to the non-local problem and that of the local one, both in continuous-time and Backward Euler time discretization. We then turn to studying continuum limits of non-local problems defined on random weighted graphs with $n$ vertices. In particular, we establish that if the kernel scale parameter decreases at an appropriate rate as $n$ grows, then almost surely, the solution of the problem on graphs converges uniformly to the viscosity solution of the local problem as the time step vanishes and the number vertices $n$ grows large.

We study the off-policy evaluation (OPE) problem in an infinite-horizon Markov decision process with continuous states and actions. We recast the $Q$-function estimation into a special form of the nonparametric instrumental variables (NPIV) estimation problem. We first show that under one mild condition the NPIV formulation of $Q$-function estimation is well-posed in the sense of $L^2$-measure of ill-posedness with respect to the data generating distribution, bypassing a strong assumption on the discount factor $\gamma$ imposed in the recent literature for obtaining the $L^2$ convergence rates of various $Q$-function estimators. Thanks to this new well-posed property, we derive the first minimax lower bounds for the convergence rates of nonparametric estimation of $Q$-function and its derivatives in both sup-norm and $L^2$-norm, which are shown to be the same as those for the classical nonparametric regression (Stone, 1982). We then propose a sieve two-stage least squares estimator and establish its rate-optimality in both norms under some mild conditions. Our general results on the well-posedness and the minimax lower bounds are of independent interest to study not only other nonparametric estimators for $Q$-function but also efficient estimation on the value of any target policy in off-policy settings.

To characterize the location (mean, median) of a set of graphs, one needs a notion of centrality that is adapted to metric spaces, since graph sets are not Euclidean spaces. A standard approach is to consider the Frechet mean. In this work, we equip a set of graphs with the pseudometric defined by the norm between the eigenvalues of their respective adjacency matrix. Unlike the edit distance, this pseudometric reveals structural changes at multiple scales, and is well adapted to studying various statistical problems for graph-valued data. We describe an algorithm to compute an approximation to the sample Frechet mean of a set of undirected unweighted graphs with a fixed size using this pseudometric.

We show that for the problem of testing if a matrix $A \in F^{n \times n}$ has rank at most $d$, or requires changing an $\epsilon$-fraction of entries to have rank at most $d$, there is a non-adaptive query algorithm making $\widetilde{O}(d^2/\epsilon)$ queries. Our algorithm works for any field $F$. This improves upon the previous $O(d^2/\epsilon^2)$ bound (SODA'03), and bypasses an $\Omega(d^2/\epsilon^2)$ lower bound of (KDD'14) which holds if the algorithm is required to read a submatrix. Our algorithm is the first such algorithm which does not read a submatrix, and instead reads a carefully selected non-adaptive pattern of entries in rows and columns of $A$. We complement our algorithm with a matching query complexity lower bound for non-adaptive testers over any field. We also give tight bounds of $\widetilde{\Theta}(d^2)$ queries in the sensing model for which query access comes in the form of $\langle X_i, A\rangle:=tr(X_i^\top A)$; perhaps surprisingly these bounds do not depend on $\epsilon$. We next develop a novel property testing framework for testing numerical properties of a real-valued matrix $A$ more generally, which includes the stable rank, Schatten-$p$ norms, and SVD entropy. Specifically, we propose a bounded entry model, where $A$ is required to have entries bounded by $1$ in absolute value. We give upper and lower bounds for a wide range of problems in this model, and discuss connections to the sensing model above.
