Recent advances in artificial intelligence (AI), especially in generative language modelling, hold the promise of transforming government. Given the advanced capabilities of new AI systems, it is critical that these are embedded using standard operational procedures, clear epistemic criteria, and behave in alignment with the normative expectations of society. Scholars in multiple domains have subsequently begun to conceptualize the different forms that AI applications may take, highlighting both their potential benefits and pitfalls. However, the literature remains fragmented, with researchers in social science disciplines like public administration and political science, and the fast-moving fields of AI, ML, and robotics, all developing concepts in relative isolation. Although there are calls to formalize the emerging study of AI in government, a balanced account that captures the full depth of theoretical perspectives needed to understand the consequences of embedding AI into a public sector context is lacking. Here, we unify efforts across social and technical disciplines by first conducting an integrative literature review to identify and cluster 69 key terms that frequently co-occur in the multidisciplinary study of AI. We then build on the results of this bibliometric analysis to propose three new multifaceted concepts for understanding and analysing AI-based systems for government (AI-GOV) in a more unified way: (1) operational fitness, (2) epistemic alignment, and (3) normative divergence. Finally, we put these concepts to work by using them as dimensions in a conceptual typology of AI-GOV and connecting each with emerging AI technical measurement standards to encourage operationalization, foster cross-disciplinary dialogue, and stimulate debate among those aiming to rethink government with AI.

Dynamical systems across the sciences, from electrical circuits to ecological networks, undergo qualitative and often catastrophic changes in behavior, called bifurcations, when their underlying parameters cross a threshold. Existing methods predict oncoming catastrophes in individual systems but are primarily time-series-based and struggle both to categorize qualitative dynamical regimes across diverse systems and to generalize to real data. To address this challenge, we propose a data-driven, physically-informed deep-learning framework for classifying dynamical regimes and characterizing bifurcation boundaries based on the extraction of topologically invariant features. We focus on the paradigmatic case of the supercritical Hopf bifurcation, which is used to model periodic dynamics across a wide range of applications. Our convolutional attention method is trained with data augmentations that encourage the learning of topological invariants which can be used to detect bifurcation boundaries in unseen systems and to design models of biological systems like oscillatory gene regulatory networks. We further demonstrate our method's use in analyzing real data by recovering distinct proliferation and differentiation dynamics along pancreatic endocrinogenesis trajectory in gene expression space based on single-cell data. Our method provides valuable insights into the qualitative, long-term behavior of a wide range of dynamical systems, and can detect bifurcations or catastrophic transitions in large-scale physical and biological systems.

The stringent low-latency, high reliability, availability and resilience requirements of 6G use cases will present challenges to cloud providers. Currently, cloud providers lack simple, efficient, and secure implementation of provisioning solutions that meet these challenges. Multi-cloud federation is a promising approach. In this paper, we evaluate the application of private and public blockchain networks for multi-cloud federation. We compare the performance of blockchain-based federation in private and public blockchain networks and their integration with a production-ready orchestration solution. Our results show that the public blockchain needs approximately 91 seconds to complete the federation procedure compared to the 48 seconds in the private blockchain scenario.

Forecast combination involves using multiple forecasts to create a single, more accurate prediction. Recently, feature-based forecasting has been employed to either select the most appropriate forecasting models or to optimize the weights of their combination. In this paper, we present a multi-task optimization paradigm that focuses on solving both problems simultaneously and enriches current operational research approaches to forecasting. In essence, it incorporates an additional learning and optimization task into the standard feature-based forecasting approach, focusing on the identification of an optimal set of forecasting methods. During the training phase, an optimization model with linear constraints and quadratic objective function is employed to identify accurate and diverse methods for each time series. Moreover, within the training phase, a neural network is used to learn the behavior of that optimization model. Once training is completed the candidate set of methods is identified using the network. The proposed approach elicits the essential role of diversity in feature-based forecasting and highlights the interplay between model combination and model selection when optimizing forecasting ensembles. Experimental results on a large set of series from the M4 competition dataset show that our proposal enhances point forecast accuracy compared to state-of-the-art methods.

The meaning of complex phrases in natural language is composed of their individual components. The task of compositional generalization evaluates a model's ability to understand new combinations of components. Previous studies trained smaller, task-specific models, which exhibited poor generalization. While large language models (LLMs) exhibit impressive generalization abilities on many tasks through in-context learning (ICL), their potential for compositional generalization remains unexplored. In this paper, we first empirically investigate prevailing ICL methods in compositional generalization. We find that they struggle with complex compositional questions due to cumulative errors in long reasoning steps and intricate logic required for tool-making. Consequently, we propose a human-guided tool manipulation framework (HTM) that generates tools for sub-questions and integrates multiple tools. Our method enhances the effectiveness of tool creation and usage with minimal human effort. Experiments show that our method achieves state-of-the-art performance on two compositional generalization benchmarks and outperforms existing methods on the most challenging test split by 70%.

Visual language models (VLMs) rapidly progressed with the recent success of large language models. There have been growing efforts on visual instruction tuning to extend the LLM with visual inputs, but lacks an in-depth study of the visual language pre-training process, where the model learns to perform joint modeling on both modalities. In this work, we examine the design options for VLM pre-training by augmenting LLM towards VLM through step-by-step controllable comparisons. We introduce three main findings: (1) freezing LLMs during pre-training can achieve decent zero-shot performance, but lack in-context learning capability, which requires unfreezing the LLM; (2) interleaved pre-training data is beneficial whereas image-text pairs alone are not optimal; (3) re-blending text-only instruction data to image-text data during instruction fine-tuning not only remedies the degradation of text-only tasks, but also boosts VLM task accuracy. With an enhanced pre-training recipe we build VILA, a Visual Language model family that consistently outperforms the state-of-the-art models, e.g., LLaVA-1.5, across main benchmarks without bells and whistles. Multi-modal pre-training also helps unveil appealing properties of VILA, including multi-image reasoning, enhanced in-context learning, and better world knowledge.

We introduce VisoGender, a novel dataset for benchmarking gender bias in vision-language models. We focus on occupation-related biases within a hegemonic system of binary gender, inspired by Winograd and Winogender schemas, where each image is associated with a caption containing a pronoun relationship of subjects and objects in the scene. VisoGender is balanced by gender representation in professional roles, supporting bias evaluation in two ways: i) resolution bias, where we evaluate the difference between pronoun resolution accuracies for image subjects with gender presentations perceived as masculine versus feminine by human annotators and ii) retrieval bias, where we compare ratios of professionals perceived to have masculine and feminine gender presentations retrieved for a gender-neutral search query. We benchmark several state-of-the-art vision-language models and find that they demonstrate bias in resolving binary gender in complex scenes. While the direction and magnitude of gender bias depends on the task and the model being evaluated, captioning models are generally less biased than Vision-Language Encoders. Background: The detection and extraction of causality from natural language sentences have shown great potential in various fields of application. The field of requirements engineering is eligible for multiple reasons: (1) requirements artifacts are primarily written in natural language, (2) causal sentences convey essential context about the subject of requirements, and (3) extracted and formalized causality relations are usable for a (semi-)automatic translation into further artifacts, such as test cases. Objective: We aim at understanding the value of interactive causality extraction based on syntactic criteria for the context of requirements engineering. Method: We developed a prototype of a system for automatic causality extraction and evaluate it by applying it to a set of publicly available requirements artifacts, determining whether the automatic extraction reduces the manual effort of requirements formalization. Result: During the evaluation we analyzed 4457 natural language sentences from 18 requirements documents, 558 of which were causal (12.52%). The best evaluation of a requirements document provided an automatic extraction of 48.57% cause-effect graphs on average, which demonstrates the feasibility of the approach. Limitation: The feasibility of the approach has been proven in theory but lacks exploration of being scaled up for practical use. Evaluating the applicability of the automatic causality extraction for a requirements engineer is left for future research. Conclusion: A syntactic approach for causality extraction is viable for the context of requirements engineering and can aid a pipeline towards an automatic generation of further artifacts from requirements artifacts.

As artificial intelligence (AI) systems increasingly impact society, the EU Artificial Intelligence Act (AIA) is the first serious legislative attempt to contain the harmful effects of AI systems. This paper proposes a governance framework for AI innovation. The framework bridges the gap between strategic variables and responsible value creation, recommending audit as an enforcement mechanism. Strategic variables include, among others, organization size, exploration versus exploitation -, and build versus buy dilemmas. The proposed framework is based on primary and secondary research; the latter describes four pressures that organizations innovating with AI experience. Primary research includes an experimental setup, using which 34 organizations in the Netherlands are surveyed, followed up by 2 validation interviews. The survey measures the extent to which organizations coordinate technical elements of AI systems to ultimately comply with the AIA. The validation interviews generated additional in-depth insights and provided root causes. The moderating effect of the strategic variables is tested and found to be statistically significant for variables such as organization size. Relevant insights from primary and secondary research are eventually combined to propose the APPRAISE framework.

In several branches of the social sciences and humanities, surveys based on standardized questionnaires are a prominent research tool. While there are a variety of ways to analyze the data, some standard procedures have become established. When those surveys want to analyze differences in the answer patterns of different groups (e.g., countries, gender, age, ...), these procedures can only be carried out in a meaningful way if there is measurement invariance, i.e., the measured construct has psychometric equivalence across groups. As recently raised as an open problem by Sauerwein et al. (2021), new evaluation methods that work in the absence of measurement invariance are needed. This paper promotes an unsupervised learning-based approach to such research data by proposing a procedure that works in three phases: data preparation, clustering of questionnaires, and measuring similarity based on the obtained clustering and the properties of each group. We generate synthetic data in three data sets, which allows us to compare our approach with the PCA approach under measurement invariance and under violated measurement invariance. As a main result, we obtain that the approach provides a natural comparison between groups and a natural description of the response patterns of the groups. Moreover, it can be safely applied to a wide variety of data sets, even in the absence of measurement invariance. Finally, this approach allows us to translate (violations of) measurement invariance into a meaningful measure of similarity.

Artificial neural networks thrive in solving the classification problem for a particular rigid task, acquiring knowledge through generalized learning behaviour from a distinct training phase. The resulting network resembles a static entity of knowledge, with endeavours to extend this knowledge without targeting the original task resulting in a catastrophic forgetting. Continual learning shifts this paradigm towards networks that can continually accumulate knowledge over different tasks without the need to retrain from scratch. We focus on task incremental classification, where tasks arrive sequentially and are delineated by clear boundaries. Our main contributions concern 1) a taxonomy and extensive overview of the state-of-the-art, 2) a novel framework to continually determine the stability-plasticity trade-off of the continual learner, 3) a comprehensive experimental comparison of 11 state-of-the-art continual learning methods and 4 baselines. We empirically scrutinize method strengths and weaknesses on three benchmarks, considering Tiny Imagenet and large-scale unbalanced iNaturalist and a sequence of recognition datasets. We study the influence of model capacity, weight decay and dropout regularization, and the order in which the tasks are presented, and qualitatively compare methods in terms of required memory, computation time, and storage.
