Artificial intelligence algorithms are increasingly adopted as decisional aides by public bodies, with the promise of overcoming biases of human decision-makers. At the same time, they may introduce new biases in the human-algorithm interaction. Drawing on psychology and public administration literatures, we investigate two key biases: overreliance on algorithmic advice even in the face of warning signals from other sources (automation bias), and selective adoption of algorithmic advice when this corresponds to stereotypes (selective adherence). We assess these via three experimental studies conducted in the NetherlandsWe discuss the implications of our findings for public sector decision making in the age of automation. Overall, our study speaks to potential negative effects of automation of the administrative state for already vulnerable and disadvantaged citizens.

Adopting a good health information system (HIS) is essential for providing high-quality healthcare. With rapid advances in technology in the healthcare industry in recent years, healthcare providers seek effective options to deal with numerous diseases and a growing number of patients, adopting advanced HIS such as for clinical decision support. While the clinical decision support systems (CDSS) can help medical personnel make better decisions, they may bring negative results due to a lack of understanding of the elements that influence GP's adoption of CDSS. This paper focuses on discovering obstacles that may contribute to the problems surrounding CDSS adoption. Thirty general practitioners were interviewed from different primary health centers in Saudi Arabia in order to determine the challenges and obstacles in the sector. While the outcome confirms that there are obstacles that affect the aspects, such as time risk, quality of the system used, slow Internet speed, user interface, lack of training, high costs, patient satisfaction, multiple systems used, technical support, computer skills, lack of flexibility, system update, professional skills and knowledge, computer efficiency and quality and accuracy of data.

The pilot contamination in cell-free massive multiple-input-multiple-output (CF-mMIMO) must be addressed for accommodating a large number of users. We have investigated a decontamination method called subspace projection (SP). The SP separates interference from co-pilot users by using the orthogonality of subspaces of each users' principal components. The SP based decontamination has a potential to further improve spectral efficiency (SE), which is limited by a non-overloaded pilot assignment (PA) rule where each radio unit (RU) does not assign the same pilot to different users. Motivated by this limitation, this paper introduces semi-overloaded and overloaded PA methods adjusted for the decontamination in order to improve the sum SE of CF systems. Numerical simulations show that the overloaded and semi-overloaded PA give higher SE than that of non-overloaded PA at a high user density scenario.

The extensive adoption of business analytics (BA) has brought financial gains and increased efficiencies. However, these advances have simultaneously drawn attention to rising legal and ethical challenges when BA inform decisions with fairness implications. As a response to these concerns, the emerging study of algorithmic fairness deals with algorithmic outputs that may result in disparate outcomes or other forms of injustices for subgroups of the population, especially those who have been historically marginalized. Fairness is relevant on the basis of legal compliance, social responsibility, and utility; if not adequately and systematically addressed, unfair BA systems may lead to societal harms and may also threaten an organization's own survival, its competitiveness, and overall performance. This paper offers a forward-looking, BA-focused review of algorithmic fairness. We first review the state-of-the-art research on sources and measures of bias, as well as bias mitigation algorithms. We then provide a detailed discussion of the utility-fairness relationship, emphasizing that the frequent assumption of a trade-off between these two constructs is often mistaken or short-sighted. Finally, we chart a path forward by identifying opportunities for business scholars to address impactful, open challenges that are key to the effective and responsible deployment of BA.

Current methods for video activity localisation over time assume implicitly that activity temporal boundaries labelled for model training are determined and precise. However, in unscripted natural videos, different activities mostly transit smoothly, so that it is intrinsically ambiguous to determine in labelling precisely when an activity starts and ends over time. Such uncertainties in temporal labelling are currently ignored in model training, resulting in learning mis-matched video-text correlation with poor generalisation in test. In this work, we solve this problem by introducing Elastic Moment Bounding (EMB) to accommodate flexible and adaptive activity temporal boundaries towards modelling universally interpretable video-text correlation with tolerance to underlying temporal uncertainties in pre-fixed annotations. Specifically, we construct elastic boundaries adaptively by mining and discovering frame-wise temporal endpoints that can maximise the alignment between video segments and query sentences. To enable both more accurate matching (segment content attention) and more robust localisation (segment elastic boundaries), we optimise the selection of frame-wise endpoints subject to segment-wise contents by a novel Guided Attention mechanism. Extensive experiments on three video activity localisation benchmarks demonstrate compellingly the EMB's advantages over existing methods without modelling uncertainty.

Autonomous driving has achieved a significant milestone in research and development over the last decade. There is increasing interest in the field as the deployment of self-operating vehicles on roads promises safer and more ecologically friendly transportation systems. With the rise of computationally powerful artificial intelligence (AI) techniques, autonomous vehicles can sense their environment with high precision, make safe real-time decisions, and operate more reliably without human interventions. However, intelligent decision-making in autonomous cars is not generally understandable by humans in the current state of the art, and such deficiency hinders this technology from being socially acceptable. Hence, aside from making safe real-time decisions, the AI systems of autonomous vehicles also need to explain how these decisions are constructed in order to be regulatory compliant across many jurisdictions. Our study sheds a comprehensive light on developing explainable artificial intelligence (XAI) approaches for autonomous vehicles. In particular, we make the following contributions. First, we provide a thorough overview of the present gaps with respect to explanations in the state-of-the-art autonomous vehicle industry. We then show the taxonomy of explanations and explanation receivers in this field. Thirdly, we propose a framework for an architecture of end-to-end autonomous driving systems and justify the role of XAI in both debugging and regulating such systems. Finally, as future research directions, we provide a field guide on XAI approaches for autonomous driving that can improve operational safety and transparency towards achieving public approval by regulators, manufacturers, and all engaged stakeholders.

Artificial Intelligence (AI) is rapidly becoming integrated into military Command and Control (C2) systems as a strategic priority for many defence forces. The successful implementation of AI is promising to herald a significant leap in C2 agility through automation. However, realistic expectations need to be set on what AI can achieve in the foreseeable future. This paper will argue that AI could lead to a fragility trap, whereby the delegation of C2 functions to an AI could increase the fragility of C2, resulting in catastrophic strategic failures. This calls for a new framework for AI in C2 to avoid this trap. We will argue that antifragility along with agility should form the core design principles for AI-enabled C2 systems. This duality is termed Agile, Antifragile, AI-Enabled Command and Control (A3IC2). An A3IC2 system continuously improves its capacity to perform in the face of shocks and surprises through overcompensation from feedback during the C2 decision-making cycle. An A3IC2 system will not only be able to survive within a complex operational environment, it will also thrive, benefiting from the inevitable shocks and volatility of war.

Images can convey rich semantics and induce various emotions in viewers. Recently, with the rapid advancement of emotional intelligence and the explosive growth of visual data, extensive research efforts have been dedicated to affective image content analysis (AICA). In this survey, we will comprehensively review the development of AICA in the recent two decades, especially focusing on the state-of-the-art methods with respect to three main challenges -- the affective gap, perception subjectivity, and label noise and absence. We begin with an introduction to the key emotion representation models that have been widely employed in AICA and description of available datasets for performing evaluation with quantitative comparison of label noise and dataset bias. We then summarize and compare the representative approaches on (1) emotion feature extraction, including both handcrafted and deep features, (2) learning methods on dominant emotion recognition, personalized emotion prediction, emotion distribution learning, and learning from noisy data or few labels, and (3) AICA based applications. Finally, we discuss some challenges and promising research directions in the future, such as image content and context understanding, group emotion clustering, and viewer-image interaction.

This paper focuses on the expected difference in borrower's repayment when there is a change in the lender's credit decisions. Classical estimators overlook the confounding effects and hence the estimation error can be magnificent. As such, we propose another approach to construct the estimators such that the error can be greatly reduced. The proposed estimators are shown to be unbiased, consistent, and robust through a combination of theoretical analysis and numerical testing. Moreover, we compare the power of estimating the causal quantities between the classical estimators and the proposed estimators. The comparison is tested across a wide range of models, including linear regression models, tree-based models, and neural network-based models, under different simulated datasets that exhibit different levels of causality, different degrees of nonlinearity, and different distributional properties. Most importantly, we apply our approaches to a large observational dataset provided by a global technology firm that operates in both the e-commerce and the lending business. We find that the relative reduction of estimation error is strikingly substantial if the causal effects are accounted for correctly.

In recent years, disinformation including fake news, has became a global phenomenon due to its explosive growth, particularly on social media. The wide spread of disinformation and fake news can cause detrimental societal effects. Despite the recent progress in detecting disinformation and fake news, it is still non-trivial due to its complexity, diversity, multi-modality, and costs of fact-checking or annotation. The goal of this chapter is to pave the way for appreciating the challenges and advancements via: (1) introducing the types of information disorder on social media and examine their differences and connections; (2) describing important and emerging tasks to combat disinformation for characterization, detection and attribution; and (3) discussing a weak supervision approach to detect disinformation with limited labeled data. We then provide an overview of the chapters in this book that represent the recent advancements in three related parts: (1) user engagements in the dissemination of information disorder; (2) techniques on detecting and mitigating disinformation; and (3) trending issues such as ethics, blockchain, clickbaits, etc. We hope this book to be a convenient entry point for researchers, practitioners, and students to understand the problems and challenges, learn state-of-the-art solutions for their specific needs, and quickly identify new research problems in their domains.

Explainable recommendation attempts to develop models that generate not only high-quality recommendations but also intuitive explanations. The explanations may either be post-hoc or directly come from an explainable model (also called interpretable or transparent model in some context). Explainable recommendation tries to address the problem of why: by providing explanations to users or system designers, it helps humans to understand why certain items are recommended by the algorithm, where the human can either be users or system designers. Explainable recommendation helps to improve the transparency, persuasiveness, effectiveness, trustworthiness, and satisfaction of recommendation systems. In this survey, we review works on explainable recommendation in or before the year of 2019. We first highlight the position of explainable recommendation in recommender system research by categorizing recommendation problems into the 5W, i.e., what, when, who, where, and why. We then conduct a comprehensive survey of explainable recommendation on three perspectives: 1) We provide a chronological research timeline of explainable recommendation, including user study approaches in the early years and more recent model-based approaches. 2) We provide a two-dimensional taxonomy to classify existing explainable recommendation research: one dimension is the information source (or display style) of the explanations, and the other dimension is the algorithmic mechanism to generate explainable recommendations. 3) We summarize how explainable recommendation applies to different recommendation tasks, such as product recommendation, social recommendation, and POI recommendation. We also devote a section to discuss the explanation perspectives in broader IR and AI/ML research. We end the survey by discussing potential future directions to promote the explainable recommendation research area and beyond.
