Corruption has a huge impact on economic growth, democracy, and inequality. Its consequences at the human level are incalculable. Public procurement, where public resources are used to purchase goods or services from the private sector, are particularly susceptible to corrupt practices. However, a government turnover may bring significant changes in the way public contracting is done, and thus, in the levels and types of corruption involved in public procurement. In this respect, M\'exico lived a historical government transition in 2018, with the new government promising a crackdown on corruption. In this work, we analyze data from more than 1.5 million contracts corresponding from 2013 to 2020, to study to what extent this change of government affected the characteristics of public contracting, and we try to determine whether these changes affect how corruption takes place. To do this, we propose a statistical framework to compare the characteristics of the contracting practices within each administration, separating the contracts in different classes depending on whether or not they were made with companies that have now been identified as being involved in corrupt practices. We find that while the amount of resources spent with companies that turned out to be corrupt has decreased substantially, many of the patterns followed to contract these companies were maintained, and some of those in which changes did occur, are suggestive of a larger risk of corruption.
Most governments employ a set of quasi-standard measures to fight COVID-19 including wearing masks, social distancing, virus testing, contact tracing, and vaccination. However, combining these measures into an efficient holistic pandemic response instrument is even more involved than anticipated. We argue that some non-trivial factors behind the varying effectiveness of these measures are selfish decision making and the differing national implementations of the response mechanism. In this paper, through simple games, we show the effect of individual incentives on the decisions made with respect to mask wearing, social distancing and vaccination, and how these may result in sub-optimal outcomes. We also demonstrate the responsibility of national authorities in designing these games properly regarding data transparency, the chosen policies and their influence on the preferred outcome. We promote a mechanism design approach: it is in the best interest of every government to carefully balance social good and response costs when implementing their respective pandemic response mechanism; moreover, there is no one-size-fits-all solution when designing an effective solution.
Due to the worldwide accessibility to the Internet along with the continuous advances in mobile technologies, physical and digital worlds have become completely blended, and the proliferation of social media platforms has taken a leading role over this evolution. In this paper, we undertake a thorough analysis towards better visualising and understanding the factors that characterise and differentiate social media users affected by mental disorders. We perform different experiments studying multiple dimensions of language, including vocabulary uniqueness, word usage, linguistic style, psychometric attributes, emotions' co-occurrence patterns, and online behavioural traits, including social engagement and posting trends. Our findings reveal significant differences on the use of function words, such as adverbs and verb tense, and topic-specific vocabulary, such as biological processes. As for emotional expression, we observe that affected users tend to share emotions more regularly than control individuals on average. Overall, the monthly posting variance of the affected groups is higher than the control groups. Moreover, we found evidence suggesting that language use on micro-blogging platforms is less distinguishable for users who have a mental disorder than other less restrictive platforms. In particular, we observe on Twitter less quantifiable differences between affected and control groups compared to Reddit.
As consensus across the various published AI ethics principles is approached, a gap remains between high-level principles and practical techniques that can be readily adopted to design and develop responsible AI systems. We examine the practices and experiences of researchers and engineers from Australia's national scientific research agency (CSIRO), who are involved in designing and developing AI systems for a range of purposes. Semi-structured interviews were used to examine how the practices of the participants relate to and align with a set of high-level AI ethics principles proposed by the Australian Government. The principles comprise: Privacy Protection & Security, Reliability & Safety, Transparency & Explainability, Fairness, Contestability, Accountability, Human-centred Values, and Human, Social & Environmental Wellbeing. The insights of the researchers and engineers as well as the challenges that arose for them in the practical application of the principles are examined. Finally, we propose a set of organisational responses (learning, process, practice, strategy, policy) to support the implementation of high-level AI ethics principles into practice.
It is common for people to engage in information acquisition tasks while on the move. To understand how users' visual behaviors influence microlearning, a form of mobile information acquisition, we conducted a shadowing study with 8 participants and identified three common visual behaviors: 'glance', 'inspect', and 'drift'. We found that 'drift' best supports mobile information acquisition. We also identified four user-related factors that can influence the utilization of mobile information acquisition opportunities: situational awareness, switching costs, ongoing cognitive processes, and awareness of opportunities. We further examined how these user-related factors interplay with device-related factors through a technology probe with 20 participants using mobile phones and optical head-mounted displays (OHMDs). Results indicate that different device platforms significantly influence how mobile information acquisition opportunities are used: OHMDs can better support mobile information acquisition when visual attention is fragmented. OHMDs facilitate shorter visual switch-times between the task and surroundings, which reduces the mental barrier of task transition. Mobile phones, on the other hand, provide a more focused experience in more stable surroundings. Based on these findings, we discuss trade-offs and design implications for supporting information acquisition tasks on the move.
Community resilience in the face of natural hazards relies on a community's potential to bounce back. A failure to integrate equity into resilience considerations results in unequal recovery and disproportionate impacts on vulnerable populations, which has long been a concern in the United States. This research investigated aspects of equity related to community resilience in the aftermath of Winter Storm Uri in Texas which led to extended power outages for more than 4 million households. County level outage and recovery data was analyzed to explore potential significant links between various county attributes and their share of the outages during the recovery and restoration phases. Next, satellite imagery was used to examine data at a much higher geographical resolution focusing on census tracts in the city of Houston. The goal was to use computer vision to extract the extent of outages within census tracts and investigate their linkages to census tracts attributes. Results from various statistical procedures revealed statistically significant negative associations between counties' percentage of non-Hispanic whites and median household income with the ratio of outages. Additionally, at census tract level, variables including percentages of linguistically isolated population and public transport users exhibited positive associations with the group of census tracts that were affected by the outage as detected by computer vision analysis. Informed by these results, engineering solutions such as the applicability of grid modernization technologies, together with distributed and renewable energy resources, when controlled for the region's topographical characteristics, are proposed to enhance equitable power grid resiliency in the face of natural hazards.
The COVID-19 pandemic has stimulated the shift of work and life from the physical to a more digital format. To survive and thrive, companies have integrated more digital-enabled elements into their businesses to facilitate resilience, by avoiding potential close physical contact. Following Design Science Research Methodology (DSRM), this paper builds a workflow management system for contactless digital resilience when customers are purchasing in a store. Customer behavior, in coping with digital resilience against COVID-19, is illustrated and empirically tested, using a derivative model in which the constructs are from classical theories. Data was collected from individual customers via the Internet, and 247 completed questionnaires were examined.
Many individuals with disabilities and/or chronic conditions (da/cc) experience symptoms that may require intermittent or ongoing medical care. However, healthcare is an often-overlooked domain for accessibility work, where access needs associated with temporary and long-term disability must be addressed to increase the utility of physical and digital interactions with healthcare workers and spaces. Our work focuses on a specific domain of healthcare often used by individuals with da/ccs: Physical Therapy (PT). Through a twelve-person interview study, we examined how people's access to PT for their da/cc is hampered by social (e.g., physically visiting a PT clinic) and physiological (e.g., chronic pain) barriers, and how technology could improve PT access. In-person PT is often inaccessible to our participants due to lack of transportation and insufficient insurance coverage. As such, many of our participants relied on at-home PT to manage their da/cc symptoms and worked towards PT goals. Participants felt that PT barriers, such as having particularly bad symptoms or feeling short on time, could be addressed with well-designed technology that flexibly adapts to the person's dynamically changing needs while supporting their PT goals. We introduce core design principles (flexibility, movement tracking, community building) and tensions (insurance) to consider when developing technology to support PT access. Rethinking da/cc access to PT from a lens that includes social and physiological barriers presents opportunities to integrate accessibility and flexibility into PT technology.
Traditional Byzantine Fault Tolerance (BFT) state machine replication protocols assume a partial synchrony model, leading to a design where a leader replica drives the protocol and is replaced after a timeout. Recently, we witnessed a surge of asynchronous BFT protocols that use randomization to remove the assumptions of bounds on message delivery times, making them more resilient to adverse network conditions. However, these protocols still fall short of being practical across a broad range of scenarios due to their cubic communication costs, use of expensive primitives, and overall protocol complexity. In this paper, we present Alea-BFT, the first asynchronous BFT protocol to achieve quadratic communication complexity, allowing it to scale to large networks. Alea-BFT brings the key design insight from classical protocols of concentrating part of the work on a single designated replica, and incorporates this principle in a two stage pipelined design, with an efficient broadcast led by the designated replica followed by an inexpensive binary agreement. We evaluated our prototype implementation across 10 sites in 4 continents, and our results show significant scalability gains from the proposed design.
Fast developing artificial intelligence (AI) technology has enabled various applied systems deployed in the real world, impacting people's everyday lives. However, many current AI systems were found vulnerable to imperceptible attacks, biased against underrepresented groups, lacking in user privacy protection, etc., which not only degrades user experience but erodes the society's trust in all AI systems. In this review, we strive to provide AI practitioners a comprehensive guide towards building trustworthy AI systems. We first introduce the theoretical framework of important aspects of AI trustworthiness, including robustness, generalization, explainability, transparency, reproducibility, fairness, privacy preservation, alignment with human values, and accountability. We then survey leading approaches in these aspects in the industry. To unify the current fragmented approaches towards trustworthy AI, we propose a systematic approach that considers the entire lifecycle of AI systems, ranging from data acquisition to model development, to development and deployment, finally to continuous monitoring and governance. In this framework, we offer concrete action items to practitioners and societal stakeholders (e.g., researchers and regulators) to improve AI trustworthiness. Finally, we identify key opportunities and challenges in the future development of trustworthy AI systems, where we identify the need for paradigm shift towards comprehensive trustworthy AI systems.
Training datasets for machine learning often have some form of missingness. For example, to learn a model for deciding whom to give a loan, the available training data includes individuals who were given a loan in the past, but not those who were not. This missingness, if ignored, nullifies any fairness guarantee of the training procedure when the model is deployed. Using causal graphs, we characterize the missingness mechanisms in different real-world scenarios. We show conditions under which various distributions, used in popular fairness algorithms, can or can not be recovered from the training data. Our theoretical results imply that many of these algorithms can not guarantee fairness in practice. Modeling missingness also helps to identify correct design principles for fair algorithms. For example, in multi-stage settings where decisions are made in multiple screening rounds, we use our framework to derive the minimal distributions required to design a fair algorithm. Our proposed algorithm decentralizes the decision-making process and still achieves similar performance to the optimal algorithm that requires centralization and non-recoverable distributions.
