Artificial intelligence (AI) has driven many information and communication technology (ICT) breakthroughs. Nonetheless, the scope of ICT systems has expanded far beyond AI since the Turing test proposal. Critically, recent AI regulation proposals adopt AI definitions affecting ICT techniques, approaches, and systems that are not AI. In some cases, even works from mathematics, statistics, and engineering would be affected. Worryingly, AI misdefinitions are observed from Western societies to the Global South. In this paper, we propose a framework to score how validated as appropriately-defined for regulation (VADER) an AI definition is. Our online, publicly-available VADER framework scores the coverage of premises that should underlie AI definitions for regulation, which aim to (i) reproduce principles observed in other successful technology regulations, and (ii) include all AI techniques and approaches while excluding non-AI works. Regarding the latter, our score is based on a dataset of representative AI, non-AI ICT, and non-ICT examples. We demonstrate our contribution by reviewing the AI regulation proposals of key players, namely the United States, United Kingdom, European Union, and Brazil. Importantly, none of the proposals assessed achieve the appropriateness score, ranging from a revision need to a concrete risk to ICT systems and works from other fields.
This scientific report presents a novel methodology for the early prediction of important political events using News datasets. The methodology leverages natural language processing, graph theory, clique analysis, and semantic relationships to uncover hidden predictive signals within the data. Initially, we designed a preliminary version of the method and tested it on a few events. This analysis revealed limitations in the initial research phase. We then enhanced the model in two key ways: first, we added a filtration step to only consider politically relevant news before further processing; second, we adjusted the input features to make the alert system more sensitive to significant spikes in the data. After finalizing the improved methodology, we tested it on eleven events including US protests, the Ukraine war, and French protests. Results demonstrate the superiority of our approach compared to baseline methods. Through targeted refinements, our model can now provide earlier and more accurate predictions of major political events based on subtle patterns in news data.

Thanks to innovations from companies like Google, Microsoft, Meta, and other major brands in technology. OpenAI, though, has triggered the button with its ground-breaking invention ChatGPT. ChatGPT is a Large Language Model (LLM) based on Transformer architecture that has the ability to generate human-like responses in a conversational context. It uses deep learning algorithms to generate natural language responses to input text. Its large number of parameters, contextual generation, and open-domain training make it a versatile and effective tool for a wide range of applications, from chatbots to customer service to language translation. It has the potential to revolutionize various industries and transform the way we interact with technology. However, the use of ChatGPT has also raised several concerns, including ethical, social, and employment challenges, which must be carefully considered to ensure the responsible use of this technology. The article provides an overview of ChatGPT, delving into its architecture and training process. It highlights the potential impacts of ChatGPT on the society. In this paper, we suggest some approaches involving technology, regulation, education, and ethics in an effort to maximize ChatGPT's benefits while minimizing its negative impacts. This study is expected to contribute to a greater understanding of ChatGPT and aid in predicting the potential changes it may bring about.
Neural Radiance Fields (NeRFs) have emerged as promising tools for advancing autonomous driving (AD) research, offering scalable closed-loop simulation and data augmentation capabilities. However, to trust the results achieved in simulation, one needs to ensure that AD systems perceive real and rendered data in the same way. Although the performance of rendering methods is increasing, many scenarios will remain inherently challenging to reconstruct faithfully. To this end, we propose a novel perspective for addressing the real-to-simulated data gap. Rather than solely focusing on improving rendering fidelity, we explore simple yet effective methods to enhance perception model robustness to NeRF artifacts without compromising performance on real data. Moreover, we conduct the first large-scale investigation into the real-to-simulated data gap in an AD setting using a state-of-the-art neural rendering technique. Specifically, we evaluate object detectors and an online mapping model on real and simulated data, and study the effects of different pre-training strategies. Our results show notable improvements in model robustness to simulated data, even improving real-world performance in some cases. Last, we delve into the correlation between the real-to-simulated gap and image reconstruction metrics, identifying FID and LPIPS as strong indicators.
We present ConVOI, a novel method for autonomous robot navigation in real-world indoor and outdoor environments using Vision Language Models (VLMs). We employ VLMs in two ways: first, we leverage their zero-shot image classification capability to identify the context or scenario (e.g., indoor corridor, outdoor terrain, crosswalk, etc) of the robot's surroundings, and formulate context-based navigation behaviors as simple text prompts (e.g. ``stay on the pavement"). Second, we utilize their state-of-the-art semantic understanding and logical reasoning capabilities to compute a suitable trajectory given the identified context. To this end, we propose a novel multi-modal visual marking approach to annotate the obstacle-free regions in the RGB image used as input to the VLM with numbers, by correlating it with a local occupancy map of the environment. The marked numbers ground image locations in the real-world, direct the VLM's attention solely to navigable locations, and elucidate the spatial relationships between them and terrains depicted in the image to the VLM. Next, we query the VLM to select numbers on the marked image that satisfy the context-based behavior text prompt, and construct a reference path using the selected numbers. Finally, we propose a method to extrapolate the reference trajectory when the robot's environmental context has not changed to prevent unnecessary VLM queries. We use the reference trajectory to guide a motion planner, and demonstrate that it leads to human-like behaviors (e.g. not cutting through a group of people, using crosswalks, etc.) in various real-world indoor and outdoor scenarios.
Abstract Like electoral systems, decision-making methods are also vulnerable to manipulation by decision-makers. The ability to effectively defend against such threats can only come from thoroughly understanding the manipulation mechanisms. In the presented article, we show two algorithms that can be used to launch a manipulation attack. They allow for equating the weights of two selected alternatives in the pairwise comparison method and, consequently, choosing a leader. The theoretical considerations are accompanied by a Monte Carlo simulation showing the relationship between the size of the PC matrix, the degree of inconsistency, and the ease of manipulation. This work is a continuation of our previous research published in the paper (Szybowski et al., 2023)
There is currently considerable excitement within government about the potential of artificial intelligence to improve public service productivity through the automation of complex but repetitive bureaucratic tasks, freeing up the time of skilled staff. Here, we explore the size of this opportunity, by mapping out the scale of citizen-facing bureaucratic decision-making procedures within UK central government, and measuring their potential for AI-driven automation. We estimate that UK central government conducts approximately one billion citizen-facing transactions per year in the provision of around 400 services, of which approximately 143 million are complex repetitive transactions. We estimate that 84% of these complex transactions are highly automatable, representing a huge potential opportunity: saving even an average of just one minute per complex transaction would save the equivalent of approximately 1,200 person-years of work every year. We also develop a model to estimate the volume of transactions a government service undertakes, providing a way for government to avoid conducting time consuming transaction volume measurements. Finally, we find that there is high turnover in the types of services government provide, meaning that automation efforts should focus on general procedures rather than services themselves which are likely to evolve over time. Overall, our work presents a novel perspective on the structure and functioning of modern government, and how it might evolve in the age of artificial intelligence.
We introduce DeepNash, an autonomous agent capable of learning to play the imperfect information game Stratego from scratch, up to a human expert level. Stratego is one of the few iconic board games that Artificial Intelligence (AI) has not yet mastered. This popular game has an enormous game tree on the order of $10^{535}$ nodes, i.e., $10^{175}$ times larger than that of Go. It has the additional complexity of requiring decision-making under imperfect information, similar to Texas hold'em poker, which has a significantly smaller game tree (on the order of $10^{164}$ nodes). Decisions in Stratego are made over a large number of discrete actions with no obvious link between action and outcome. Episodes are long, with often hundreds of moves before a player wins, and situations in Stratego can not easily be broken down into manageably-sized sub-problems as in poker. For these reasons, Stratego has been a grand challenge for the field of AI for decades, and existing AI methods barely reach an amateur level of play. DeepNash uses a game-theoretic, model-free deep reinforcement learning method, without search, that learns to master Stratego via self-play. The Regularised Nash Dynamics (R-NaD) algorithm, a key component of DeepNash, converges to an approximate Nash equilibrium, instead of 'cycling' around it, by directly modifying the underlying multi-agent learning dynamics. DeepNash beats existing state-of-the-art AI methods in Stratego and achieved a yearly (2022) and all-time top-3 rank on the Gravon games platform, competing with human expert players.
Deep neural networks (DNNs) are successful in many computer vision tasks. However, the most accurate DNNs require millions of parameters and operations, making them energy, computation and memory intensive. This impedes the deployment of large DNNs in low-power devices with limited compute resources. Recent research improves DNN models by reducing the memory requirement, energy consumption, and number of operations without significantly decreasing the accuracy. This paper surveys the progress of low-power deep learning and computer vision, specifically in regards to inference, and discusses the methods for compacting and accelerating DNN models. The techniques can be divided into four major categories: (1) parameter quantization and pruning, (2) compressed convolutional filters and matrix factorization, (3) network architecture search, and (4) knowledge distillation. We analyze the accuracy, advantages, disadvantages, and potential solutions to the problems with the techniques in each category. We also discuss new evaluation metrics as a guideline for future research.
Within the rapidly developing Internet of Things (IoT), numerous and diverse physical devices, Edge devices, Cloud infrastructure, and their quality of service requirements (QoS), need to be represented within a unified specification in order to enable rapid IoT application development, monitoring, and dynamic reconfiguration. But heterogeneities among different configuration knowledge representation models pose limitations for acquisition, discovery and curation of configuration knowledge for coordinated IoT applications. This paper proposes a unified data model to represent IoT resource configuration knowledge artifacts. It also proposes IoT-CANE (Context-Aware recommendatioN systEm) to facilitate incremental knowledge acquisition and declarative context driven knowledge recommendation.
Nowadays, the Convolutional Neural Networks (CNNs) have achieved impressive performance on many computer vision related tasks, such as object detection, image recognition, image retrieval, etc. These achievements benefit from the CNNs outstanding capability to learn the input features with deep layers of neuron structures and iterative training process. However, these learned features are hard to identify and interpret from a human vision perspective, causing a lack of understanding of the CNNs internal working mechanism. To improve the CNN interpretability, the CNN visualization is well utilized as a qualitative analysis method, which translates the internal features into visually perceptible patterns. And many CNN visualization works have been proposed in the literature to interpret the CNN in perspectives of network structure, operation, and semantic concept. In this paper, we expect to provide a comprehensive survey of several representative CNN visualization methods, including Activation Maximization, Network Inversion, Deconvolutional Neural Networks (DeconvNet), and Network Dissection based visualization. These methods are presented in terms of motivations, algorithms, and experiment results. Based on these visualization methods, we also discuss their practical applications to demonstrate the significance of the CNN interpretability in areas of network design, optimization, security enhancement, etc.
